Se estima que existe un déficit de casi 4,3 millones de médicos, parteras, enfermeras y trabajadores auxiliares en todo el mundo, que reviste la máxima gravedad en los países más pobres, sobre todo del África subsahariana, que es donde más se necesitan. Las malas condiciones de empleo, las altas tasas de pérdida de efectivos por enfermedad y migración, y unos sistemas de enseñanza que no dan abasto reflejan la gravedad de los problemas que sufren esos países en crisis. La fuerza de trabajo sanitaria mundial asciende a unos 59 millones de personas. Una de cada tres está empleada en las Américas - la mayoría en los Estados Unidos y el Canadá -, donde se concentra más de la mitad de los recursos financieros destinados a la salud en todo el mundo. Sin embargo, sólo cuatro de cada cien trabajadores sanitarios se encuentran en el África subsahariana, que alberga una cuarta parte de la carga mundial de morbilidad, pero menos del 1% de los recursos financieros mundiales. En este informe se indica la manera de lograr un mayor equilibrio. Planificando activamente los detalles de la vida laboral de los trabajadores desde el momento de su incorporación a la formación sanitaria, pasando por la contratación, hasta la jubilación, cobra forma un amplio conjunto de acciones de política que pueden contribuir palpablemente a mejorar el desempeño de los trabajadores sanitarios. Injuries and Violence In Europe

Injuries lead to huge human, financial and other costs to society. In the WHO European Region, road traffic injuries, drowning, poisoning, falls, fires, self-inflicted injuries and interpersonal violence are estimated to kill over 2000 people, put 60 000 others in hospital and necessitate outpatient emergency treatment for 600 000 more every day. But the evidence shows that they can be predicted and prevented. This book provides detailed data on the harm to individuals and societies that is done by unintentional injuries and violence. Describing injuries by cause and setting and violence by type, it specifies the damage done using the variables of gender, age and country income. It shows that the WHO European Region includes both high-income countries that are among the safest in the world, and low-to-middle-income countries with very high rates of death and disability from injuries and violence. Having depicted the problem, the book turns towards solutions that can save not only lives but also social and economic costs, giving examples of programmes that could be more widely applied. A separate summary for policy-makers is also available. The authors argue that the most effective approach is for all sectors of society to tackle injuries and violence together, and propose a public health framework for action, highlighting some of the key steps that need to be taken. This book identifies unique opportunities for policy-makers, civil-society organizations and professionals in the health sector to improve health by reducing the burden of injuries on the WHO European Region.

In consideration of the increases in international travel and trade, and emergence and re-emergence of new international disease threats, the Forty-eighth World Health Assembly in 1995 called for a substantial revision of the International Health Regulations. The new Regulations will enter into force on June 15, 2007. The purpose and scope of the new Regulations are ''to prevent, protect against, control and provide a public health response to the international spread of disease in ways that are commensurate with and restricted to public health risks, and which avoid unnecessary interference with international traffic and trade.'' Because the Regulations are not limited to certain diseases, but are applicable to new or evolving disease threats, they should remain current with developments in the evolution of diseases and the factors affecting their emergence and transmission. The Regulations also cover certificates applicable to international travel and transport, and requirements for international ports, airports and ground crossings. This new edition of International Health Regulations (2005) therefore contains a range of new and unprecedented innovations.

Avec l aide des dernières données présentées dans les figures, les graphiques et les tableaux, le rapport envisage les maladies infectieuses, en particulier le VIH/SIDA, la tuberculose et le paludisme ; les affections de la grossesse qui entraînent des décès de la mère et de l enfant et les causes environnementales des problèmes de santé, notamment la pollution et les conflits armés. Il couvre aussi les problèmes de santé de l ensemble de la Région qu on associe le plus souvent aux pays développés, par exemple le diabète et l hypertension et d autres maladies non transmissibles comme les troubles mentaux et les traumatismes. Mais il ne s agit pas seulement de faire le point des aspects négatifs de la situation sanitaire ; le rapport informe sur les méthodes de traitement, de diagnostic et de prévention qui ont fait leurs preuves en Afrique et décrit certains des succès enregistrés par la santé publique en Afrique qui peuvent servir de modèles à d autres sur le continent. La santé publique en Afrique retient davantage l attention au niveau international ces dernières années. L énormité même de la charge de morbidité et les ripostes souvent inadéquates ont été à l origine de nombreuses initiatives régionales et internationales. Des contributions sans précédent ont été annoncées pour améliorer la santé en Afrique. Pourtant de nombreux problèmes subsistent.
